Which locations are essential and which are optional?

A hypothetical example
A couple holds a ceremony and lunch at an Ipoh hall. They would like portraits on an Old Town street. The ceremony ends at noon, the lunch begins at 1pm and elderly relatives leave by 3pm.
The planner puts relatives' group photographs first, straight after the ceremony. The street portraits are marked optional, with a short window before lunch and a covered spot at the hall as the fallback. The quotation shows event hours and the optional stop separately, so the choice is clear.
Weather and timing
The Malaysian Meteorological Department notes that thunderstorms are frequent in April-May and October-November, and that west coast storm lines are common between April and November, usually in the early morning. What if it rains or runs late?
Agree in advance what is dropped first. Usually the optional portrait stop goes, and the same images are attempted at a covered spot in the main venue. Name the person who decides.
