Plan the formal groups at the indoor venue first, because that layout is under your control. Treat any park or garden session as an optional extra that depends on the manager's current rules and on the weather. Name the person who gathers the groups, and agree in advance how the indoor setup replaces the outdoor one.
Taiping is in Larut, Matang and Selama District, about 48 km northwest of Ipoh, according to Wikipedia. The indoor arrangement that does the same job
Choose the indoor spot as carefully as the outdoor one. A wall, a staircase or a stage with enough width and even light can give a group photograph that serves the same purpose. Rain and timing
Wikipedia calls Taiping the wettest town in Peninsular Malaysia and gives an annual rainfall of around 3,000 mm, with even the driest month wet. The Malaysian Meteorological Department says thunderstorms are most frequent in April-May and October-November, with clear mornings and stormy afternoons. These are not forecasts for your date. A hypothetical example
An alumni association holds a dinner for about 200 people at a Taiping hall. The committee wants a whole-cohort photograph, class-year groups and a short session by the Lake Gardens in the afternoon before the dinner.
The committee names a coordinator with the class-year list, and the indoor stage steps are agreed as the main group photograph spot. The lake session is marked optional, shorter for those with limited mobility, and replaced by a second indoor round if rain comes. The quotation lists the outdoor session separately.
