Island and mainland: how does the crossing change the plan?
The two sides of the state are joined by two bridges and a ferry. The Second Penang Bridge links Batu Kawan on the mainland to Batu Maung on the island, and a ferry service runs between the island and the mainland. Schedules, tolls and service status change, so we do not state them here. Check the operators close to your date.
What matters for a photography plan is simple. A programme that starts on one side and ends on the other has a crossing in the middle of it. Traffic at the crossing varies by day and hour, and we do not assume how it will go on your date. Put the first must-have moment after the likely arrival window, not at it.

George Town sits inside a UNESCO World Heritage Site, and the heritage agency states on its FAQ that filming there needs a licence from the City Council of Penang Island. It also points applicants to the George Town Special Area Plan for location criteria. Whether a particular photography job counts as filming is a question for the authority, not for us. What does the weather change?
MetMalaysia describes two monsoon seasons for Malaysia and a transition between them. Rain can come at short notice in any season, so a general rule is less useful than the forecast near your date. Check MetMalaysia in the days before the event rather than relying on a season.

Smaller towns and neighbourhoods host school days, community gatherings and religious or cultural celebrations. These are usually simpler to access, but the programme is often flexible and the lighting varies from hall to hall. A family programme may begin at a home, move to a prayer hall or temple, and end at a reception elsewhere. Each move adds travel and waiting.
