Putrajaya looks open and easy to photograph, yet each building, park and waterfront area has its own manager, and that decides what is possible.

Putrajaya is planned, spacious and quiet compared with the city next door. That makes it look simple for photography. In practice, a single event can touch a convention hall, a government building, a public waterfront and a hotel, each with a different manager.

Is Putrajaya a state, and where does Cyberjaya fit?

Putrajaya is the Federal Territory of Putrajaya, listed as Wilayah Persekutuan Putrajaya in the government's e-invoicing state code list. Wikipedia records that it became a federal territory on 1 February 2001, when Selangor ceded the land, and that it is an enclave within Selangor.

Cyberjaya is a separate township in Selangor. If your venue is described as "Putrajaya or Cyberjaya", send the full address, because the authority and the venue rules follow the address. What kinds of events does Putrajaya host?

Because Wikipedia describes it as the administrative centre of Malaysia, the pattern of events differs from a resort town.

  • Government, agency and association events. Briefings, launches, award ceremonies and dialogue sessions often come with protocol, seating plans and approval of images before release.
  • Conferences and conventions. Wikipedia lists the Putrajaya International Convention Centre among the major venues. Multi-room programmes need a clear run sheet.   • Weddings and family gatherings at halls, hotels and mosques, where guest movement and portrait windows matter.
  • Outdoor portraits around the lake and the bridges, which are popular and therefore often busy.

Who decides what a photographer may do?

The answer changes with the place. At a convention hall or hotel, the venue manager sets the rules. In a building run by a ministry or agency, the administration office does. In an open public area, the question is whether the activity needs approval from the local authority.

Perbadanan Putrajaya (PPj) runs an online system for people and companies applying to film around Putrajaya. Its page lists advertisements, drama, documentaries and music videos among the categories, and describes different treatment for the core island and other areas. It also says its charges do not cover public parks, buildings, halls and services belonging to departments, ministries or subsidiaries.

That page is about filming activities. It does not tell us whether a wedding portrait session or a corporate event is covered. That is for PPj or the venue manager to confirm. How do you plan an outdoor portrait session?

The lake, the bridges and the boulevards make attractive backdrops, and they are open and exposed. Check three things before fixing a time.

How do guests and equipment move around?

Wikipedia describes Putrajaya Sentral as the main transit hub, with rail links to central Kuala Lumpur and to KLIA. For a photographer carrying cases, the harder part is usually the last stretch: drop-off points, parking, security checks and the walk from the entrance to the hall.

Ask the venue where the crew enters, when equipment can come in and whether guests and suppliers use the same door. Our venue photography checklist turns these into questions you can send. An example

For example, imagine an association's annual dinner for 250 guests at a convention venue, with a group photograph on the grounds before the programme starts. The organiser asks the venue manager about loading and the grounds, and asks PPj whether the outdoor group photograph needs any approval.

We would plan the arrival time around the loading window, allow a walking margin between the hall and the grounds, and name the foyer as the fallback if it rains. The quotation lists the access conditions the venue gave, so everyone works from the same page.

What about weather?

MET Malaysia describes a northeast monsoon from November to March, and inter-monsoon periods with afternoon thunderstorms on the west coast. A wide, open city has little shade between buildings. Schedule outdoor portraits and arrivals with a sheltered option, and decide in advance who calls the change.
