Who registers a civil marriage?
For non-Muslim couples in Malaysia, marriages are registered by the National Registration Department (JPN), as described on the government's portal for non-Muslim marriages. The portal also explains the application process, which we do not repeat here because details can be updated.

What if the answer is no?
A no does not remove the occasion from the record. Photographs can be taken on arrival, outside the building, with your witnesses and family beforehand and at a celebration afterwards. Many couples find that the surrounding hours produce the images they treasure most.
If a photographer cannot enter, ask whether a guest may take a few photographs on a phone, and whether anyone can take a photograph at the signing. Do not ask the photographer to enter without permission, and do not rely on a general assumption about what registration offices allow.
A hypothetical example
For example, imagine a couple registering at an office on a weekday morning. The office tells them that two witnesses and four family members may attend, and that photography inside is not permitted. The couple decide to book the photographer for arrivals, the steps of the building and a lunch afterwards.
They ask the witnesses to take a single phone photograph at the signing if the officer agrees. The photographer plans a morning of short, calm coverage. The couple note that the registration itself will not appear in the gallery, and they are comfortable with that.
How does the setting change the plan?

How does this affect crew and deliverables?
A short registration rarely needs a long booking. Coverage may be a few hours around the ceremony, or a separate session for portraits and a family meal. The quotation should state the coverage window, the number of photographers and the deliverables.
