Proximity alone does not make a good replacement. Compare the options on capability for your event, access to the venue, availability on the date and who takes responsibility for the service you agreed. Decide with the booking owner, brief the replacement fully and record what changes in the quotation.
When a crew cannot reach an outstation event, the first instinct is to look around the venue for someone close. It is a reasonable instinct and sometimes it works. But closeness solves one problem, travel, and leaves others open.

What a replacement has to do
A replacement must do the job you agreed, not just be present. That means serving the brief, entering the venue, working to the programme and delivering what was promised, in a form you can use.
A person who is near but unsuited to the event, or unable to enter the venue, does not fix the problem. They can add a new one.
Four tests

Responsibility must be settled
The booking set out who provides the service. A replacement may change that. Before anyone starts, agree in writing who engages the new photographer, who briefs them, who pays, who approves the images and who delivers. Where responsibility is unclear, the host can be left without a clear person to turn to if something goes wrong.
Brief the replacement properly
Time is short, but a brief is not optional. Send a one-page summary and the full document, then arrange a call.
- Priority moments and timings in venue local time.
- Venue address, entrance and access time.
- On-site contact and the approver.
- Deliverables, style and delivery timing.
- Restricted areas and venue rules.

Be honest about what is lost
A replacement may not know the plan, the people or the venue. Some risk remains. Agree with the host what will be prioritised if time is tight, and what may not be covered. It is better to say this before the event than to explain it afterwards.
A hypothetical example
For example, a crew is unable to reach an outstation conference because of a travel disruption two days before. The host suggests hiring a photographer from the nearest town.
The planner sets the four tests. One candidate is free but has not worked at conferences. Another has done so and can enter the venue after an induction on arrival. The host chooses the second. The quotation is amended to name who engages and briefs them, the venue is told of the change and the approver receives the same brief as before. The host also accepts that one planned portrait session will be shortened.
When there is no suitable replacement
Sometimes the honest answer is that no suitable replacement exists in the time available. The options then are to adjust the coverage, rearrange, or accept a reduced service. See the confirmed photographer can no longer attend for the wider problem.
Decide quickly, but not blindly
Time pressure is real. Even so, a ten-minute check of the four tests is worth more than an hour of regret. Ask each candidate the same questions, keep their replies and let the booking owner decide with the facts in front of them.
