Beluran is a district in the Sandakan Division of eastern Sabah, and its district town carries the same name. The district council's visitor page lists the town centre (Pekan Beluran) and a spread of sites across the district: a river-mouth plaza called Dataran Udang Galah, Mandagu waterfall, Gua Sam Mannan cave, Puncak Fidelis and a World War II prisoner-of-war "Death March" route. It names the rivers Labuk, Sugut, Sapi, Paitan and others. That spread is why a request for "Beluran" needs to become something much more specific. Our Sabah overview covers the wider state.
What kind of event settings are there?
The same council page lists a small hotel, a motel, guest houses and several homestays, including homestays in Kampung Muanad 1. These suggest the usual Beluran settings: family gatherings and thanksgiving events at homes or halls, community and committee programmes, small corporate or agency trips, and gatherings linked to river or countryside sites.
We have not verified a large convention venue in Beluran town. If your plan assumes a hall with fixed seating, stage lighting and air-conditioning, ask the venue to confirm each item in writing.
Which settlement and which property?
A district can contain many settlements, and each has its own halls, homes and routes. Start with the exact place where guests will gather: a community hall, a family compound, a school, a workplace or a venue in the town.
Write the name of the settlement, the property and the way in. If you are unsure of the address, ask the host for directions a driver can follow. Who can authorise photography?
At a community or host-led event, the decision usually belongs to the host, and sometimes to others responsible for a ceremony, a performance or a gathering. Ask the host who can say yes, and who needs to be asked about particular moments.
Some hosts have preferences about what is photographed, who appears in pictures and how images are described. Ask about these early. If the programme includes a river outing or a visit to a waterfall or cave, ask the operator or landowner whether professional cameras are allowed there. We have not verified a general rule for these sites.

How will the crew get there?
Sandakan is the usual gateway for the Sandakan Division. Sabah Tourism's getting-around page describes how visitors move around the state by road, and the final approach to a settlement may be a sealed road, a gravel road or a track. We have not verified journey times for particular settlements, so ask the host or a local driver for a realistic time on your event day, and add a margin.
Weather matters. MetMalaysia publishes weather and warnings, and the east coast of Sabah can see heavy rain in the northeast monsoon months, so ask the host whether the access road is affected in your month. Our guide to remote and rural locations explains how this affects the quotation.

An example
For example, imagine a community committee holding a thanksgiving gathering in a settlement hall some distance from Beluran town. The committee names the hall and asks an elder to approve photography. It notes that the hall has power but no reliable signal, and chooses a committee member to review captions before pictures are shared.
The quotation then records the hall, the approval, the support available and the review step. This is an illustration, not a past booking.

Both uses are common. The Beluran District Council lists Pekan Beluran, the town centre, alongside river and countryside sites across the district. Your invitation may mean either, so give us the settlement name and a full address or clear directions.
Is Telupid part of Beluran?
Telupid was carved out of Beluran and is now a district with its own district council, according to Telupid District Council and reference sources. If your venue is on the Telupid side, tell us so we can plan the correct route and contact.
Who gives permission to photograph?
The host of the event and, for community or performance elements, the people responsible for them. Ask who decides, and share the answer with us. Permission to photograph and permission to publish are separate questions.
Can the photographs be reviewed before they are shared?
Yes, if you ask for it when you commission. Say who reviews, which images need care, and how captions should describe people and performances. We record the agreement in the quotation.
