Event photography in Kepong within Kuala Lumpur

Kepong is a name used on both sides of a boundary, and the venue or park you have in mind may belong to a different authority than you expect.

Short answer

Kepong is a town in northern Kuala Lumpur that borders Selayang in Selangor, so the label alone does not tell you who manages a site. Confirm the full address and managing authority for every venue, park or portrait site, and ask each manager what photography permission applies beyond your event invitation. Then we plan an itinerary that follows the real route.

Kepong sits in the north of Kuala Lumpur, and the town borders Selayang in Selangor. People use the name loosely for the wider area, so an address that says "Kepong" can be in the territory or just outside it. That is a planning issue, because the council, the venue manager and the permissions differ.

How do you tell which side of the boundary a venue is on?

Use the full postal address and a map pin, not the area name. Kuala Lumpur is the Federal Territory of Kuala Lumpur, while Selangor is a state with its own councils. The Kepong name is used on both sides of the boundary, and Kepong's neighbours include Selayang in Selangor.

Then ask the venue manager to confirm, in writing, who manages the property. We do not treat a colloquial label as proof of jurisdiction, and we ask you to send the address so it can be checked before we confirm travel and crew.

Which authority applies to which site?

Two well-known sites show why this matters.

The point is not that one is better. They have different managers, different rules and different costs, and neither follows from the word "Kepong".

Are optional park or portrait sessions part of the venue plan?

Often they are not. A host may add a family portrait in a park or a garden after the main event, and that session sits outside the venue's record and outside the event invitation.

Treat each optional site as its own approval. Ask the manager what applies to commercial photography, whether an application form is needed, how much notice is expected and whether staff must supervise. FRIM's published rules, for example, ask for an application ahead of the shoot and charge monitoring by session, so plan its approval first and build the day around the reply.

What permission goes beyond the host's invitation?

A host's invitation allows guests to attend. It does not give a photographer rights to work in a managed space. For each location, ask:

  1. Who is the manager, and is commercial photography permitted?
  2. What application, pass or fee is involved?
  3. Are there areas where photography is not allowed or where staff must accompany the crew?
  4. What happens if it rains?

We do not state fees or lead times for any site here, because they are set by the managers and change. Ask each one and share the answers with us.

How should the itinerary be written?

Write it as a route, not a list. For each stop, give the address, the arrival time, the length of stay and the travel time to the next stop. Include time for parking, walking in and any check-in at a gate.

A hypothetical example

Imagine a family celebration at a hall with a lunch earlier at a restaurant and a short family portrait session at a park nearby. The host first writes "Kepong" for all three places.

After checking pins, the hall and the park turn out to have different managers, and one location is just across the boundary. The itinerary is rewritten with a separate approval for each, a travel buffer between them and a covered backup for the portrait. Common questions

Is FRIM in Kuala Lumpur?

FRIM uses the address Kepong, Selangor Darul Ehsan in its own material, so it is not a Kuala Lumpur venue record even though the name includes Kepong. It has its own photography rules and staff monitoring, so apply to FRIM directly.

Is Kepong Metropolitan Park managed by City Hall?

DBKL describes the park as a public park in northern Kuala Lumpur, and says outdoor activities such as photography sessions can be reserved through its Landscape and Recreation Development Department. Confirm the current contact and conditions with DBKL before planning a session there.

Does a postal address with Kepong in it settle the authority?

No. A postal town or common name does not show the council area. Use the full address and map pin, then ask the venue or the relevant authority to confirm who manages the site and who issues photography approval.

Can a wedding or family photo session in a park be added to an event?

It can, if the site manager agrees and the time fits the day. Treat each outdoor session as its own approval, with its own manager, rules and weather plan, and include it in the itinerary with travel time.

What if the venue changes late?
